rtems patches for egcs-19990629

Hi,

I know this is very likely too late to get in 2.95 but it took a while to
test. This switches most of the RTEMS targets to elf and adds aliases like
CPU-rtemscoff for the previous configuration. 

This patch includes some of the stuff Catherine Moore had sent me
with the mips elf work that for whatever reason was not in egcs-19990629
but was somehow referenced.
