i686-pc-cygwin32 build fails with limits.h

I've tried building both 1.1.1 and 19990208 and both fail
tyring to include a "limits.h" file that is supposed to exist
apparently in some $(exec_prefix)/sys-includes directory.

I'm using cygwin B20 on NT4, so a plain `configure' does not work.
