Don't worry about mingw, since that's screwed since before birth ;-)
I can cook something up using *gasp* windows.

The trouble with #! syntax has always been on systems where there is
no such thing as /bin/sh and so on. 

My opinion is that the minority of systems where this may cause a problem 
should have to simply deal with it by providing an alternate method.
