I've moved the chill runtime out of the gcc/ch/runtime subdirectory.
It now lives in a toplevel libchill directory. I've also set up
libchill for proper multilibbing (like anyone cares about chill :-)
It doesn't build at the moment due to some missing/incorrect hunks
of code in rts.h. I've asked Per for some clarifications on that
code. Hopefully we'll have the rts.h stuff cleaned up soon.
