I've checked in the new file under gcc/config/alpha/, since I
fear it is rather OSF specific. I checked out OSF 3.2 box and
it has the same /usr/include/va_list.h, so I install the file
for all versions of OSF.
It bootstrapped without error on our 4.0a box. Given that the
system header Weiwen sent me from 4.0d is identical, I don't
expect problems on other system revisions.
