(Jeff, feel free to correct this).
It is the 27th revision in a series which was arbitrarily labeled 2.90.

Well, it is later code, but here 'later' means 'not ready for release
yet.'
2.91 is a new series. It's kind of like the Linux kernel; there is a
stable release sequence (2.90.x) and an unstable snapshot sequence
(2.91.x). The very first egcs snapshot was 2.90.0. egcs-1.0 was
2.90.<something>, at which point the development snapshots became
2.91.x, but egcs-1.0.1 and 1.0.2 are still 2.90.x.
Eventually 1.1 (or 1.1.0?) will appear; that will be 2.91.x for some x.
Until then, any given 2.91.x version may be broken in various ways.
