Several eh_frame optimization bugs have been discovered
in binutils. They are fixed in current CVS, but at
3.1 release time there will not be a released binutils
containing these fixes.
Frame unwinding is not reliable without these fixes.
>How-To-Repeat:
Build current CVS 3.1 on a Sparc target with currently
released binutils. Most testsuite failures will be due
to the eh_frame being wrong.

Implement configure bits to detect binutils with the
problem, and disable using eh_frame optimizations
if so.
