 Yes, you are right.  I thought I had installed the newest version, but I had
 screwed up and had downloaded the previous version from the page you refer.
 I got confused by the unusual user interface of the setup.exe tool.
 
 Sorry for the trouble I have caused you.  I always say that when people get
 totally frantic about some computer system not working, it is frequently
 because they have done something so stupid that they cannot imagine
 themselves doing it, and now I have done it again...

 You probably need to update your cygwin version.
 
 Go to:  http://cygwin.com/ and click on "Install Cygwin Now!".
