[PATCH] Fix PR84190


The following restores behavior of GCC 6 for volatile accesses of
automatic vars that do not have their address taken.

Bootstrapped and tested on x86_64-unknown-linux-gnu, applied to trunk
and branch.

	volatile accesses if the decl isn't volatile.
