PATCH to add -flifetime-dse=1


Various projects have been having trouble with the new -flifetime-dse clobber at the beginning of the constructor, so this patch allows them to pass -flifetime-dse=1 to disable that clobber while still keeping the one at the end of the destructor.

Tested x86_64-pc-linux-gnu, applying to trunk.
