Looks like the test fails only on s390x (64-Bit ) without
-march=z13 but works on s390 (31-Bit).

No.

Just replacing the --target option with

  --target=s390x-none-linux-gnu

should do this.  (You have to remove the "dg-additional-options"
that adds -march=z13 from the testcase in the upstream code.)
