[PATCH] doc: discourage use of __attribute__((optimize())) in production code


Many developers are still using __attribute__((optimize())) in
production code, although it quite broken. 

	* doc/extend.texi (Common Function Attributes) [optimize]:
	Discourage use of the optimize attribute.
