[patch] Add std::experimental::apply()


From the Fundamentals TS.

Tested x86_64-linux, committed to trunk.

    	* testsuite/experimental/feat-lib-fund.cc: Test for new header.
    	* testsuite/experimental/tuple/apply.cc: New.
