wwwdocs: gcc-4.9/changes.html: Add OpenMP4 + -Wdate-time

Hi Jakub and Gerald,

this patch updates the release notes.

For OpenMPv4, I only mention C and C++ as the parsing support for Fortran is still missing. (Hopefully, it will be included in the GCC 4.9.0 release.)

Additionally, I mention the just added -Wdate-time warning.

OK?

Tobias
