C++ PATCH to support ~auto


In discussion of core issue 1586 at the Bristol meeting, someone suggested that we should remove ~decltype(expr) and instead allow ~auto. This patch implements that, currently limited to C++1y mode.

Tested x86_64-pc-linux-gnu, applying to trunk.
