Approved after you fix some minor fomatting nits. Your code has:

++ LABEL_NUSES(XEXP (substitution, 0));

The line should be:

++LABEL_NUSES (XEXP (substitution, 0));

No space between autoincrement operator and its operand.
Space before the open paren of the XEXP
