Agreed, added to my ever-growing todo list for the libgcc move. This
would be
* gcc/ginclude, from gcc/Makefile.in (USER_H),
* extra_headers from gcc/config.gcc, and
* EXTRA_HEADERS from the gcc/config t-* files.
