[Patch, libfortran] PR47375 GETLOG thread safety


Hello,

the attached patch makes the GETLOG intrinsic thread safe by using the
POSIX getpwuid_r() function, if available.

Regtested on x86_64-unknown-linux-gnu, Ok for trunk?
