Correct, it was applied on trunk, and backported to the 4.5 branch as r158383, shortly after the release. For GNU/Hurd matters, I don't really care about release tarballs, as I'm only working on development branches, and Debian GNU/Hurd source packages will also be patched to contain specific changes that are needed on top of a release tarball / branch snapshot.
