silence warning with bootstrap-O1


GCC -O1 is not smart enough to realize that fcode is initialized in
every path towards its uses, so BUILD_CONFIG=bootstrap-O1 fails on
x86_64-linux-gnu.  This patch fixes it.  I'm checking it in as obvious.
