C++ PATCH for c++/41876 (parsing exception-declaration)


We need to set CP_PARSER_FLAGS_NO_USER_DEFINED_TYPES in any situation where we have a type-specifier-seq that could be followed by a declarator-id. In addition to conditions, that means exception-declarations and the OpenMP for loop.

Tested x86_64-pc-linux-gnu, applying to trunk, 4.4 and 4.3.
