[PATCH] Fix debug info differences between normal compilation and -save-temps (PR preprocessor/41445)


Hi!

As shown on the testcases, when using -save-temps (or ccache) different
debug info is generated in certain cases, e.g. when a declaration
occurs after use of a function-like macro where the name of the macro is on
a different line than the closing ) and declaration is on the same line as
), or similarly with multi-line comments.

The following patch tries to fix that on the c-ppoutput side, i.e. not slow
down normal preprocessing.

Bootstrapped/regtested on x86_64-linux and i686-linux.  Ok for trunk?

Note, this patch doesn't fix the BUILTINS_LOCATION issue with
-fpreprocessed, which is a different PR, so there are still some differences
in debug info when using -save-temps vs. when not using it.
