Either we merge something, or we don't. The #ifdef doesn't look right
(I've a theory what you'd like to do with it, but in the past we always
managed without ifdefs, e.g. via default cpu options or something. Think
about users, not developers. They'll always control the thing with -flto,
no reason why developers should be different)
