This patch fixes related problems in the compiler (real.c) and in
two places in libgcc (dfp-bit.h). The runtime probably needs an
OK from Ben Ellison as the DFP maintainer. I combined them into a
single patch to simplify testing, to use the same new test for all
forms of conversion from int to decimal float.
