[PATCH] New function for checking misalignment

Following the RFC message:

attached is the patch for adding a new target hook function
for checking misalignment.
The patch was tested on Power7 and x86.

        new builtin function.

        Define.
        * config/rs6000/rs6000.c
        (rs6000_builtin_support_vector_misalignment): New function.
        (TARGET_SUPPORT_VECTOR_MISALIGNMENT): Define.
