[PATCH] SEE optimization removal


Hello,

Following my previous message
http://gcc.gnu.org/ml/gcc-patches/2009-04/msg00077.html

I modified the patch so that -fsee option remains as no-op for backward
compatibility. Checked on x86_64 and PowerPC (64-bit), bootstrap successful
and no regressions on testsuite.

Ok for mainline?
