Stop 4.2 snapshots and spread out the others

In line what I have been looking after over the last years, I have
committed the patch below, and updated the crontab on gcc.gnu.org.
(And I removed snapshots predating December of last year.)

Spread out 4.3, 4.4, and 4.5 snapshots more evenly.
