[4.5] Remove deprecated targets/features

This patch, for 4.5 and diffed with --no-diff-deleted, removes support
for targets and features deprecated in 4.4 (in particular, fixproto
and protoize).
Bootstrapped with no regressions on i686-pc-linux-gnu. OK to commit
to trunk after 4.4 branches?
