[Xtensa] change default processor configuration


The Xtensa processor configuration used by default in GCC, Binutils and GDB has not been updated for years and has been missing some important features. In particular, it is lacking several features required by the Linux kernel, and I've been promising the kernel guys that I would fix this. So, here goes....

The new default configuration is essentially a big-endian version of Tensilica's Diamond Core 232L, rev. B. I have removed the MAC16 option, since it is not used for much by GCC when you already have a hardware multiplier and it just bloats the xtensa-modules.c tables with a LOT of extra opcodes. I also removed the Diamond Core "export states" and "import wires", since their use is very system-specific and they are not relevant here. The code generated from the GNU tools should still run on the big-endian 232L hardware.

I have run the binutils and GCC testsuites with these changes and everything looks OK. Maxim tested the GDB changes and approved them off-line. I've committed all of these.
