[4.5][PING] New pass to partition single function into multiple sections

This part includes debug support for multiple sections:

I would like to commit patch 1/2 to named-addr-spaces-branch until
GCC 4.5 opens.  It passes bootstrap and regtest on powerpc64 and
x86_64. On SPU it passes regtest (c, c++, and fortran) (all tested on
named-addr-spaces-branch).
OK for named-addr-spaces-branch until 4.5 opens?
