compat tests support for ARM RealView


This patch lets me run the GCC and G++ compat testsuites against
RealView.  It turned up one bug, which I'll post a fix for
momentarily.

The g++ testsuite changes are straightforward; we were relying on
extra declarations pulled in by library headers that are not present
in the RealView libraries.  I checked with the standard and all the
omissions seem fine to me, e.g. there's no reason <new> should declare
size_t.

RealView does not implement _Complex, neither for floating point nor
integer.  Unsurprisingly it does not implement __builtin_va_list.  It
does not implement the GNU extension of structures containing VLAs.
And you can not pass GNU linker options to it, which prompted the
change in compat_setup_dfp; if GCC does not support DFP on this
target, there's no point figuring out how to test the alt compiler for
it.

This patch isn't quite enough on its own.  I also needed a wrapper
script; these command line options are used in compat tests but
not supported by armcc: -O -w -ansi -pedantic-errors
-fsigned-bitfields -funsigned-bitfields.

Tested by running compat.exp against armcc, on arm-none-eabi.  The
remaining failures are in struct-layout-1, which does not build for
either armcc (use of statement expressions) or gcc (short enums are
the default on this target and the test uses enum : 31).
