I don't see this argument, whether we should do something or not at a particular time should be based on a sound technical analysis of whether it is a good idea, you can't argue for doing something that is not a good idea on the grounds of fairness to someone who has worked on it.

I am not saying that we should not do SSA at -O0, though from
a technical point of view it seems risky to me, just that the
above argument does not seem valid.
