[trunk] Mini merge from lto branch: API for stmt UIDs (2/5)



This patch adds a better interface to statement UIDs. These are used fairly extensively in LTO processing and it's a nice cleanup for trunk.


Bootstrapped and tested on x86_64. Applied to trunk.
