PATCH, rs6000: more processor_cost comments

- Subject: PATCH, rs6000: more processor_cost comments
This patch merely adds some missing comments to the struct
processor_cost instances in rs6000.c. I would have committed this
change as obvious, but began wondering if there was some reason I wasn't
grasping for why comments were omitted for this field?
Tested with a bootstrap on powerpc64-linux-gnu. Okay for the trunk?
