[patch][tuples] make gsi_split_seq_before work if the iterator is at the beginning

Subject: [patch][tuples] make gsi_split_seq_before work if the iterator is at the beginning

This makes it operate similar to tsi_split_statement_list_before.
This in turn makes gimple_split_block work properly in some corner
cases.
