[committed] Fix placement of dg-require-weak statement in g++.dg/eh/ia64-2.C and g++.dg/eh/ia64-2.C

I finally figured out why these tests continued to execute and fail on
hppa1.1-hp-hpux10.20. The "dg-do run" statement needs to appear before
the "dg-require-weak" statement for the latter to be effective.
Tested on hppa1.1-hp-hpux10.20, hppa2.0w-hp-hpux11.11 and
hppa64-hp-hpux11.11. Committed to active branches.
