Thanks to both of you for your comments. I've moved the common header
file to the front-end directory (named it libgfortran.h), added
dependencies on Make-lang.in, and checked that automatic
cross-directory dependencies work for libgfortran.

Attached is the committed patch, checked in as rev. 128050, after a
final x86_64-linux bootstrap and regtest.
