Just being cautious.  My aim is to try to keep the sources as internally 
consistent as possible.  I figured a little bit of churn in gcc/ginclude 
(and other directories later on) was worth it if it prevents someone 
from complaining about a file FOO, (licensed under GPLv2) which refers 
readers to the file COPYING, when that file contains a description of 
the GPLv3.
