1. It creates a new file in the gcc/ directory called COPYING_v2 which contains a copy of version 2 of the GPL.
I don't really object to this, but it seems like a bit of churn in gcc/ginclude for no very important reason. Presumably the SC and the FSF will soon come to an agreement as to what the GPL+exception files should look like with GPLv3. At that time you, or somebody, will have to change the gcc/ginclude files again.
Since there is no imminent release, what's the advantage in changing those files now?
