    1. It creates a new file in the gcc/ directory called COPYING_v2
       which contains a copy of version 2 of the GPL.

I don't really object to this, but it seems like a bit of churn in
gcc/ginclude for no very important reason.  Presumably the SC and the
FSF will soon come to an agreement as to what the GPL+exception files
should look like with GPLv3.  At that time you, or somebody, will have
to change the gcc/ginclude files again.

True.


Since there is no imminent
release, what's the advantage in changing those files now?

Just being cautious. My aim is to try to keep the sources as internally consistent as possible. I figured a little bit of churn in gcc/ginclude (and other directories later on) was worth it if it prevents someone from complaining about a file FOO, (licensed under GPLv2) which refers readers to the file COPYING, when that file contains a description of the GPLv3.
