Patch: Implementation of -Wstrict-aliasing, take 3

I believe the patch addresses all the comments and recommendations. It is leaner
and cleaner.

Changes from take 2

The major changes from the previous submission are:
1. Modified the algorithm to reduce worst-case complexity. It is now:
O (sizeof (points-to table)
+ sizeof (function body) * lookup_time (points-to table))
The second factor only happens at -O and only if there are type conflicts
in the points-to table.
2. Removed warning level 4. This was not working well in all cases, and did
not catch any cases in actual tests, so I preferred to just drop it entirely.
3. Restricted the analysis to simple types, i.e., no structs/classes/unions.
The implementation started to become increasingly complicated and preliminary
tests showed that almost all warnings came from simple types like
float vs. int or int vs. long. This may be revisited in the future, but not
for 4.3.



Testing =======

Bootstrapped successfully on i686-linux.  The following tests failed with
make -k check, though I believe the failures were not caused by this patch:
mayalias-[23].c, convert-bfp-fold.c, ss*e*.c, csqrt_2.f, abi_check,
libmudflap.cth/*.

No warnings were triggered during bootstrap.  In order to exercise the
warning code paths, I ran the pass on a large number of C++ codes.
About 88% of the warnings came from the frontend (one-liners) and
12% from the backend (multi-liners).  Also added several test cases.
