bootstrapping broken by ada when --disable-bootstrap

Subject: bootstrapping broken by ada when --disable-bootstrap

ada breaks bootstrapping when --disable-bootstrap is given and ada isn't installed. We're supposed to skip ada when it isn't enabled. This patch makes it better for me. The question, does this hurt building ada this way? This is a regression.
