Needs to?  No, we could continue using the ppc32 build_cc for every
stage.  We test less that way, but it does work.  The compiler that
builds gen* doesn't need to be the compiler that builds gcc et al.

My point is, whoever changes build_cc is the one to change the build
libraries, too.  Having two different places coordinating one decision
leads to maintenance headaches (see the recent binutils discussion
about src/intl/ for example).
