I agree.

At best, CROSS_COMPILE should be renamed to something that indicates the
union of cross-compilation and the Darwin situation.  We've now found
that at least some uses of CROSS_COMPILE actually do refer to
cross-compilation, rather than to the union mentioned in the previous
sentence.
