First, arm.opt and rs6000.opt followed the documentation: an
earlier option in the .opt file already declared the variable.
Second, HJ has changed the behavior of VarExists.
Third, HJ has not updated the documentation to match the
semantics.
Forth, Mark approved the "fix" for mainline and asked that the
series of patches be reverted from the 4.1 branch, but the "fix" has been
applied to both mainline and the 4.1 branch.
Fifth, the cris port uses the same expression and it has not been
updated.
