PATCH: Avoid console windows on Win32


Here is the patch I promised to avoid console windows popping up on
Win32 when invoking GCC itself without a console.  (One example of
such an environment is an xterm under at least some versions of
Cygwin, although Chris says that to be a Cygwin bug.)

I am not set up to test this with a native build; my testing was done
with a Canadian cross.  Running the resulting binaries on a Windows
system works: no additional windows appear, running both from within a
Cygwin xterm and also from within a DOS console box.  I didn't run the
entire GCC testsuite; I don't think that's going to tell us much, and
it's difficult to do with this configuration.  

I'd appreciate a volunteer for native bootstrap testing, as that will
exercise the spawn_script fucntionality more fully.

The code here is largely forward-ported from CodeSourcery's 3.4
releases.  The most ugly bit, in my opinion, is "find_executable"
which contains PATH-searching code designed to mimic POSIX behavior.
We could also set the first parameter to NULL when calling
CreateProcess and let Windows handle the PATH-searching itself,
although it uses slightly different rules.  However, we already had
this code, so I brought it forward.
