Unless we're in a freeze (we're not), you do not need permission, so
long as the patch is to fix a regression and has been approved for
mainline, or has been approved for the branch by an appropriate
maintainer (including, possibly, yourself).
You are correct that 4.0 is without a release manager at the moment,
although, historically, Gaby has volunteered.
