[PATCH] Optionally use -mlong-double-128 by default on {powerpc{,64},s390{,x},sparc,alpha}-linux (take 3)

Here is a new version that gets rid of all the ugly assembly filtering.
It turns out having two e.g.
vtable for std::num_put<char, std::ostreambuf_iterator<char, std::char_traits<char> > >
tables mangled the same, even when they are aliases to each other,
but with different size, is a bad idea, because the vtable can be compiled into
(and exported from) a -mlong-double-64 compiled binary (or shared library),
and there it isn't symbol versioned, so we'd be accessing garbage right
beyond the end of that vtable.
The following patch takes a different approach for the
std::{num,money}_{get,put} facets.  It uses versioned namespace
(similar to configure --enable-symvers=gnu-versioned-namespace,
but only for the 4 facets and only if _GLIBCXX_LONG_DOUBLE_COMPAT
and __LONG_DOUBLE_128__), so the mangled names in -mlong-double-128
programs/libraries is different from mangling in -mlong-double-64
programs/libraries.

Tested on powerpc64-linux with 2 GCC builds (--without-long-double-128
and --with-long-double-128) and 3 make check-target-libstdc++-v3 runs
(in each of the above trees, plus a hacked up one
(in --without-long-double-128 tree, I moved libstdc++.so.6.0.7 over to
libstdc++.so and symlinked --with-long-double-128 into its place,
which effectively means that -mlong-double-64 compiled tests were linked
against --without-long-double-128 libstdc++.so, but at runtime they were
tested against --with-long-double-128 libstdc++.so.6)).
