Some time ago, Mark said something to the effect that testsuite
changes (in this case infrastructure) that are on trunk can be
freely committed to open release branches (that he maintains).
Hmm, I can't find it now. :-(
Maybe we need that statement repeated every so often. :-)
Or maybe add it to svnwrite.html as policy.
