PATCH: import decNumber at the top-level

- Subject: PATCH: import decNumber at the top-level
This is the first stage of my proposed merging plan for the
dfp-branch: import Mike Cowlishaw's decNumber decimal arithmetic
package. Daniel Jacobowitz suggested that the files be placed in
their own top-level decnumber/ directory, which is a good idea. (I'm
also open to calling the directory libdecnumber/ if that is
desirable).
The files have been reformatted on the dfp-branch to the GNU coding
standard. The code is very mature and we do not expect that keeping
an in-tree copy of the library will have a high maintenance burden.
If there should be a maintainer appointed for this new code, I
volunteer.
