Subject: [improved-aliasing]: Remove ANYOFFSET hack

This removes the anyoffset hack from tree-ssa-structalias.c. It was propagating too far during the IPA PTA stuff i'm working on.

We now just expand the structure constraints into a full set of constraints for the structure if necessary.

Bootstrapped and regtested on x86_64-linux-gnu
Committed to improved-aliasing-branch.
