Re: RFA: reload infrastructure to fix PR target/21623

P.S.: At the moment gen_reload has to figure out when we want to reload a PLUS,
and there are possible interactions with reloading subparts. Instead, if
find_reloads_address sets a specific expander function that reloads the PLUS,
the other reloads can be taken into account.
